Applying for Water Service During COVID-19 Pandemic
In the interest of public health and safety, and due to an abundance of caution in the face of the Coronavirus (COVID-19) Pandemic, all City of Richmond Hill government buildings are temporarily closed to the public - including City Hall - effective Tuesday, March 17, 2020.
Critical services including police, fire, sanitation, water distribution, wastewater, inspections and permits will continue uninterrupted.

We are temporarily suspending the requirements to apply for utility service in person at City Hall as well as apply in person to disconnect. Please complete the application for utility services and return it along with a scan or copy of your driver's license to our offices or via email to Utilitybilling@RichmondHill-GA.gov.
Your application fee of $100 can be made over the phone with our offices using a credit card or you can mail a check/money order made payable to City of Richmond Hill to us at City of Richmond Hill, PO Box 250, Richmond Hill, GA 31324. Please note if we have not received your application fee within 10 business days the service will be disconnected.

New residents may apply for water, sewer, and garbage service in person at City Hall located at 40 Richard R. Davis Drive. The following applications are required:
- Residential Service Application - $100 Administrative Fee with a photo ID
- Commercial Service Application - $200 Administrative Fee
- Temporary Service Application - $100 Administrative Fee with a Photo ID
Note: Please provide a copy of your lease (if applicable) when you complete the application. You may print and complete the application ahead of time but the account must be opened in person.
Closing an account or disconnecting service must be done in person and only by the account owner. The disconnection form must be completed and a photo ID must be provided for account verification.
You may print and complete the Disconnection Form (PDF) ahead of time but the account holder must return it to City Hall in person to discontinue service.
Transferring service from one address to another inside the city limits may be done in person by the account owner. The transfer form must be completed and a photo ID must be provided for account verification.
You may print and complete the Transfer Form (PDF) ahead of time but the account holder must return it to City Hall in person to transfer service.
We regret any inconvenience this may cause, but in order to protect your service and your personal information these actions must be completed by the account holder in person.
